He should borrow the concept of TATU city in Kenya. At Tatu city, they started with building the industries and enticing existing industries to move there. Then they started doing infrastructure like streets and street lights. Then they sold residential plots for people to move and build their homes while working in the industries. Hotels and tourism will come up much later. Akon wants to start ftom the top. I'll definitely not be a tourist in a vacant land with no locals living there.
